So for any votes to count in this ballot, one must have proven US citizenship?

If I were not a citizen of the US yet I cast a ballot, and that ballot were the 1 which allowed a 20% quorum, and that ballot were the one vote that resulted in the approval of the current question....etc.

So do we have to enclose a birth cirtificate or Passport to prove that we are members whose votes count (it would be a good idea to do so, those that have allready voted should send their proof of citizenship in to the office.) Otherwise, without proof of citizenship, are the votes not counted?
