Er, Hope, the ballot refers to people who *are* resident in
the US, they just don't specifically hold *citizenship*.

The wording is "...A Member who is a citizen or resident 
alien of the United States...".

I am *not* a US citizen, however, I *am* a tax-paying (legal)
US resident alien (i.e. a "green card" holder) and have been 
for nearly ten years (and a member of AERC for ~5 years also).
Unless they change the original wording of the bylaws (which
was originally written that way in error), I am not entitled 
to vote.
