The type of bad manners that I witnessed would not be grounds for
disqualification (except the horse that kicked at people) they are just
a pain in the butt for the vets and the P&R people: Horses that don't
stand still, walk into and on you and twirl in circles when trying to
hear the heartrate. That kind of stuff. Yes, horses with dangerous bad
manners should be dismissed, but there are not too many of those.
