It says right on the Competitive score sheet, "On P/R rechecks
score 2nd check and deduct an additional 20 points." 
And I also could not even get my horse checked with a
stethoscope, no matter if I wanted it done the first time or on
a recheck.

No, I have not had the good fortune of having a pulse-takers

and give me a lower reading, not unless you think that
experienced vets are
poor pulse-takers!! But I CONSISTENTLY get a lower reading with
my pony that
is P/R by experienced VETS using a stethoscope then what we get
with a hand 
held monitor. 

Plus there has been enough posts both on ridecamp and privately
to me from 
riders, ride managers, and vet who feel that the hand held heart
rate monitor is
not very accurate, they don't trust it and they will not use it.
