I think it would be nice if there were some kind of "certification" for P&R people. I did P&R at several rides before I starting riding in them. I found the experience to be extremely helpful because it gave me so much practice with a lot of different horses. On the other hand, I have been on the receiving end of a rider's wrath (only one rider, thank goodness) when she did not agree with my numbers. That is very disconcerting when you are new to the sport. Also, why lie, in general, P&R people want to count correctly and should. I know it's hard enough to be a ride manager and hard enough to get volunteers, but maybe some trail riding clubs would like to have P&R clinics during the winter (or summer in some parts of the country) when not much riding can be done anyway.
