Easy Boot buckles are held on by standard "pop rivets".  Pop rivets can be purchased in many diameters and lengths along with the tool to set them at local hardware and lumber stores.  They are handy for lots of things.  Alternately, you could re-rivet with standard copper burrs that are used for tack.
