When this happens the horse is not surprised.  Horses detect horses coming up
from behind.  Some riders feel a tactical advantage by not advertising they
are coming up.  In fact some riders "stalk" riders in front of they choosing
to pass at opportune times.  I've had people try to sneak up on me but my
horse always gives them away.  Stay tuned in to your horse and you won't be
surprised.
