The problem I see with trying this is getting the adjustment for the bit
just right without the halter irritating the horse (you may have to
raise the halter to the point that the halter squares irritate his cheek
bones).  Halters seem to fit looser than halter-bridles, so I never felt
as though the bit was secure & comfortable for the horse in all
situations.  I'd also see the side cheek pieces slide and irritate her
eyes when I would use a passive rein.

Most of the vendors do sell bit hangers as a separate item, but we
generally use them to quickly change bits at vet checks without having
to dismantle stuff.  Snap one set out & snap new set in.

I really believe that it is hard to go wrong with a well made biothane
halter-bridle.  Maybe a vendor would sell one to you with an offer to
return it in like-new condition if it wasn't what you wanted?  It
couldn't hurt to ask.
