Sally, the way a crupper is hooked up, it is fairly loose on level
ground, then when the horse tucks his rump to go downhill, it tightens.
That's why when you hit level ground again, the crupper isn't too tight.
The horse no longer has his rump tucked.
Breeching is the opposite. Since it rides lower on the horse's rump, it
loosens up when he tucks to go downhill, requiring the packers to tighten
it up at the top of the hill, and loosen it back up at the bottom.
You're not going to make much time doing that!
Maybe your horse isn't tucking up and collecting, so you get the feeling
the crupper is pulling up on her tail. I think if her tail was down it
wouldn't be doing that so much...but that's easy for me to say, since I'm
not there.
