Yes.  The rule was adopted in response to complaints from a Regional
Director that some people unloaded fresh (not entered in the ride)
horses and rode along with some endurance riders ... increasing the
speed of those riders significantly.  I don't recall any discussion at
the time regarding applying the rule to verbal communications.
