Once
again, you have to remember that FEI is "multi-discipline" and
Endurance is a very small blip on their radar compared to Dressage,
Jumping, Eventing, etc. THESE are the disciplines that want to be
allowed to use drugs, and FEI is responding to THEM. It is my
understanding that USEF allows them; hence the advice that the "push"
for this came from the US.
I have it on good authority (private, with no permission to share) that
this applies to all disciplines. FEI had a similar rule allowing drugs
earlier, which was removed in the late 80s or early 90s. At the time of
Endurance entering FEI we applied for an received an exemption to the
rule so that we could remain drug free. I would imagine we will be
asking for that again.

Bottom line is now the FEI allows bute to be used within 24 hours of
any FEI event. I in good conscience cannot support any organization
that supports or has any affiliation with the FEI with such a doping
rule. I do not believe in running doped horses. I am sure the majority
of the AERC members feel the same way.
There is no reason to believe other than utter speculation that the FEI
will exempt any discipline. There is some reason to believe given the
funding for FEI endurance that comes from the UAE that they won't.
However, being a reasonable person I am willing to wait and see. Keep
in tough if the waiver comes through let us know. I it doesn't, how do
you propose we proceed?
