The hah may be on her if AZ is like NM - the brand inspectors here can confiscate and quarantine horses without health papers - and you have to pay for their board, for the inspections, probably for some fine - I'm not sure about it all and don't want to find out first hand! If she's not lucky, she might end up paying big time for ignoring the paperwork.
