If the government could "borrow" those funds, I would be quite angry about that. Maybe state horsemen could form a group to propose a fee per horse each person owned, to be placed in a fund for trail maintenance and construction. The CA governor recently asked to "borrow" $90 million dollars from that trust fund. I don't want to start the whole thread of how awful OHV people are and how righteous all horse people are (sarcasm here, folks :) , but if horse folks put that kind of money into a trust fund to protect our trails, maybe we wouldn't have so many problems with access and/or trail loss. Just a thought.
