I've SEEN dogs ride on horseback in two ways... one in a pommel pack  
(on one side) and one just sitting on the rump.  The latter had a pad  
of some sort, probably similar to a buddy seat.  Both dogs were Jack  
Russell types, I believe.  I do not know how much either dog weighed.   
Neither rider was into much speed.  The saddlepack dog is this one:
