Well, and here I am guessing, I suspect that it has to the existence (or 
non-existence) of a master registration sheet and/or a timer sheet.

I have been to pllenty of rides that do not have "timer sheets."? All the 
information is written on the vet card...and nowhere else.

And since the ride managers collect them at the final vet check, they have 
everything they need to know right there.

Not all ride manager's do this, but it is a pretty common practice in 
California.?I had to do a ride out of state (Utah) before I ever took a vet 
card home with me.? And the ride management there asked me "What would I need 
it for?" (when I, in surprise, said "Don't you need this?")
