Note that Truman has taken a reasonable precaution-
keeping the bird in a cage- to prevent stupid actions by the people. This
would be closer to the initial problem if Truman were to habitually go around
ridecamps with the parrot on his shoulder, saying "Arrgh" to all and
sundry.
