One might posit that because of the idiosyncratic mind set of persons that
vote, the desire to have an absolute secret vote, the possibility of a
family associate seeing what another's choice is, requires that each voter
have their privacy remain intact.

wasteful of stamps and paper.  I still don't see what all family  
members' ballots can't be sent in one envelope?  Cindy
