To hybridize the hybrid even further by outcrossing to a Shagya is unlikely to produce consistent or predictable results either. (I.e. even more of a crap shoot). When starting with a hybrid as your breeding stock (which is what a 1/2 arab 1/2 morgan is), you would be more likely to have consistent results (i.e. get a foal like its mother), if you were to choose a stallion that is a purebred that is fairly closely related to one or the other of the parents of the mare you have. If Jessica wants to get a foal from her mare that is like her mare and has a preference for an arabian over a morgan, she should look for a stallion that is of the same lines as the arabian parent of her mare that also has the traits that she is looking for (or even better, has a breeding record of consistently throwing foals with the traits she is looking for). And if she cannot find an arabian stallion of this description, she would do best to look for a purebred morgan that does.
