Mine doesn't plump up as you describe, but it works really well. I've had
it for two years now, and I just soak it in a trough at vet checks. It keeps me
cool for 2-3 hours at a time. Also I do wash it in a top loading washing machine
so maybe that's why it doesn't plump up.
