If, as Susan suggested, in the opinion of either the Head Vet or the RM a horse won't stand quietly enough to conduct a proper final examination, DQing that horse would be a judgment call on the part of either the Head Vet or the RM. On the other hand, if the horse isn't brought back for its final examination at all, then as Truman pointed out, a DQ isn't a judgment call - it's required. [6.c.
