I DO understand that the horse can be seen by the vet at the beginning of the hold or at the end--or both. But I had always somehow assumed that the horse had to be seen by the vet DURING the hold time. IE, if it is an hour hold, you can't pulse down in 10 mins, go back to your trailer for 2 hours, and THEN present. I now understand this is wrong; it is not stated in the rules that you cannot, in fact do this. What I don't understand is why you would want to.
