Re: [RC] Coggins - Truman PrevattI don't know about any other state but in FL you cannot "move" a horse without a negative Coggins. By move that means even riding it. When we ride on public land we have to carry our Coggins with us - and you will most likely have it checked at some time or another. When you transport a horse on public roads you must have a Coggins with you. That's the law. I think most states in the East have similar laws, however, they might not be a stringent as Florida's.Since a horse cannot be moved without a Coggines - if you are buying a horse he/she needs a Coggins before you buy him unless you are not going to move the horse. If I were buying a horse, it would have a negative Coggins before I considered it. As far as health certificate - which requires a negative Coggins - I view as a private treaty between seller and buyer. Generating the paperwork for a health certificate I consider part of the vet exam. Normally the buyer pays that.
