Did said person WANT to go, or indicate any interest in going?  Unless he did, this is all academic.

The person who DID win the OD, Tevis and AERC NC was not asked by our
Federation (USEF) to represent the USA at the P Cup. This is representative
of the disconnect between AERC and USEF (FEI).

Step is hitting the nail on the head here.   We could of at least used this invite to allow up and coming USA FEI riders the opportunity to get international experience. 
We are very lucky that the Stevens girls travelled to the UAE this winter as young riders ! Congrats and thanks to them !
