I may be wrong but does each society run
themselves?
In Canada they do. There was a special report on TV
about a Quebec Shelter that called intself Humane Society of Canada. They were
getting huge donations from people thinking it was a national body and the money
would be spread around. That was not the case.
The message they sent out was know where you money is
going when you donate.
