If it was about "fiscally responsibility" then it is penny wise and 
pound foolish as my Granddaddy used to say. If there were hundreds of 
upheld protest - then it might be an issue. Given there is only a 
handfull - not a big deal when you consider a budget of close between a 
half and 3/4 million dollars. It is just part of doing business.
As Kat points out if you want to get fiscally responsible - make the 
loser pay the total fee.

But if I understood correctly, it was one of those "fiscally responsible" things that sounds good to help defray expenses, when it actually is a minor expense that should be absorbed for the sake of enforcing our rules.  I would support changing that one aspect of it, if it is possible, given that our next phone conference is a few days after the new ride year starts.
