However, if you don't want to do this, and you have the cooperation of all the other "boarders" there in your dissatisfaction, what I would suggest is not trying to educate the non-horse person, non-business person who is the property owner, but rather to simply renegotiate the agreement with him so that all he is providing is the land and the water, and y'all can take care of the rest, and to let this be reflected in the price.
