Help me here - was not the person who lodged the COMPLAINT against the alleged attacker also not a member? If so, then of course AERC must then allow someone to be sanctioned or banned whether they are a member or not. If one enters a ride, there is a record of them and if so, then it is possible if annoying to spend a few minutes before each ride checking riders against AERC suspension records, even if it means someone goes to ride and signs up at the ride, then the RM finds them on a no-ride list and tells them to go home. Perhaps said rider, after sucking up a few ride fees would A. stop coming or B. stop abusing. There are methods and there are ways - if only there is the desire. It is patently unfair to be able to lodge a complaint if not a member but not have one lodged AGAINST a non-member.
