Paraphrasing, she says that she 'misperceived the situation and acted incorrectly'. So -- for what it is worth -- I do think that people can make mistakes, even when they have lots of experience. While this was a big mistake, it does sound like just that - a mistake - rather than a habitual disregard for the horses welfare. From other posts, it would seem that she has not been involved in situations of this type before.
