All my boarders sign a contract and in it it says I do or do not have permission to euthanize if I can't get them by phone.  As for treating, I would just do it.

this horse by the time they sought treatment, but the idea of that vet
having someone pull up to her place with a horse in extreme distress
trying to reach the owner on the phone for permission to treat was bad,
and something we *can* avoid. Heck, I am in charge of a neighbor's horses
this week and though they left their vet's number, I don't have anything
that states I can give "permission to treat".
