It all gets back to the chislers. We can all
remember positive drug tests where the person responsible has all sorts of
explanations, like claiming that the drug must have gotten in the horse's body
from the ointment or some other "innocent" thing. Since courts, seem to
take these excuses very seriously, the only possible response is to ban all
possibilities which would possibly lead to detectable sevels of foreign
substances.
