My vet says you can feed it dry and I have on many occasions.  My old mule would not eat anything that was even damp, let alone wet.  Bear in mind, that I have shredded beet pulp.  I would never feed any type of pelleted food dry.  Too much chance of choke.  When I do soak the beet pulp, I just set it out until the water is absorbed, usually not more than 5 minutes.  I have a whole bunch of horses and they don't have a problem with it..........mb
