Then, USEF can decide to: - fine the Ride Management and/or - remove USEF acreditation from the event. That's it. What has happened historically in the horse show world is: - Show Managers who don't care about running a clean, honest show always hire stewards who are known to be go-along-get-along types who'll ignore rule violations. This problem is unsolvable so long as the people who put on the events are responsible for picking and paying the Stewards. - Disciplines who absolutely refuse to accept certain rules simply leave the governing body and start their own separate, discipline-specific sanctioning organization (e.g., Tennessee Walking Horses havn't been a part of AHSA/USEF shows for decades). There was also a big fight about drugging show jumpers that caused a schism between USEF and the professional trainers like Rodney Jenkins. I believe there is a useful positive role for Stewards, but not as the system is currently implemented in USEF.
