For the horses I have that actually have long manes, I use my fingers, they are part of the original equipment so are no additional costs. They haven't worn out yet, and they have the distinct advantage (in addition to being free, or more accurately, already included) is that they don't leave any residue on the mane (or on your reins). If the mane has gotten kinky, I also use water from the hose to take the kinks out. This stuff is not free, but the amount that I use is sufficiently little that attempting to track how much doing so adds to a water bill wouldn't be worth the effort. For the horses I have that don't have long manes (i.e. most of them), I use scissors to roach the manes.
