Unapparent carriers are well documented.  They can appear healthy and then get sick later.  By the time they get sick, the whole herd is probably infected.  This happened in our saddle club in WI in the '70's.  Before the incident was over, sick horses were found on 3 or 4 farms, a show season was canceled, and most of the club members could not ride off of their farm all summer.  What a mess!
 
By the way, even though the incidence of EIA is less than it was in 1970, it is still around.  Texas and the lower Mississippi are and always have been, hotbeds.
