I've been using the Freedom Spot On practically since it came out....it's the one in the blue packaging.  The one in the yellow/orange didn't seem to work as well...who knows.
 
I put in on as directed right before I feed so it has time to dry while they are busy eating and don't rub their faces on their legs.  I've had no issues with swollen eyes, etc.  The other thing you can do is put a fly mask on the horse before putting the spot on so if they do rub their face it won't go directly onto their face.  I've done this if it's not feeding time.  I do see a difference in the amount of bites when it's not used.
