[RC] Safeguards? What would you propose? - Jim Holland

Here?s a new topic/scenario for thought/discussion:

Assume the AERC BoD announced to the membership that at the 2007 year end
Board meeting they are going to pass one or more rules designed to better
protect the welfare of the horse. 

A ?study commission? has been appointed to determine what action would be
most appropriate, and the BoD will accept the recommendation of the study
commission.

The study commission has asked that the membership contact them with
suggestions for changes that they think would be most appropriate.

What would you propose?  Remember, NO new rules is not an option.

This rule was proposed in 2003....but was rejected.  I think it's a good
one. Note that there is an "extenuating circumstances" clause at the end.
Counseling is, and should be part of any action, but under this rule it has
"teeth". 

2.1.8 Equines that are treated or die at rides shall be reported on a
form with ride results to be completed by the ride veterinarian
and submitted with ride results. This information will be kept
permanently on file at the AERC office.
   2.1.8.1     Equines that have a metabolic pull (Code ?M?) will have an
automatic suspension for a minimum of 30 days. 
   2.1.8.1.1   If the equine is entered in an endurance competition before
the 30 days have expired they will receive no points or miles for those
competitions and will be censored by the Horse Welfare Committee
2. 1.8.2 The ride manager will submit to the AERC Office a report, from the
head vet, with comments on all metabolic pulls. This report will be due with
the ride results. Failure to submit such reports will be considered a
violation of the AERC Rules and Regulations and ride results will not be
accepted.
2.1.8.3. The office will transmit a copy of this report to the vet committee
for a review and for a finding within 10 days.
2.1.8.4. This finding is to be sent to the Horse Welfare Committee. The HWC
will review these findings for possible cautionary actions concerning the
rider before the 30 day suspension runs out.
2.1.8.5. The suspension could be lifted, or an extended length of suspension
could be determined depending on what took place with the horse/rider.
