Raven, it simply isn't possible to legislate morality. We can't
even legislate that people stay married for life, even though they make a contract to do so. We can't legislate against babies born out of wedlock. We can't legislate to stop drinking or smoking cigarettes. There are all sorts of things in life where it is a lot easier to say "there ought to be a law" than to change human nature.
It is impossible for breeders to control what happens to their animals
2, 3, 4 or more owners down the road. Even when breeders do their level best to check out potential new owners, once those owners own the horse, there is no recourse for the breeder.
And quite frankly, from strictly a caring and humane perspective,
I'd rather have one killed and eaten than left to starve or be ill without attention or many of the other "fates worse than death" that can happen to horses. Certainly I'd much prefer that they all have loving and functional homes--but death is a better option than many of the things that happen to horses.
