Was it on flexion of fetlock, knee or shoulder? I've just acquired an incredibly good horse because he failed the vet on flexion, and it was discovered he has knee chips. Some rest, a good joint supplement and he's sound and his flexion has improved. We'll probably have to remove the chips at some point, but for now we're following the "don't fix what ain't broke" approach. If they were fetlock chips I'd be more concerned. The horse I took had an unaffordable (for me) price tag, but he was given to me due to the chips. The operation will cost between 6 and 8 thousand rand, and the vet reckons that it will be successful. So I got a bloody good horse for the cost of an operation.
