Past experiences tell me that when a horse starts pawing in a creek, the next thing to watch for is the horse lying down in the water with me, saddle and all. Therefore, I discourage this habit. Some horses can drop into the water so fast you don't even see it coming, except for the pawing.

Not obviously; I have a horse that routinely splashes herself...and everybody around her...by throwing the water around with her head.

However, I wouldn't let her do this at an endurance ride unless Ride
Management had said that there was enough water to be used for scooping
(such rides are few and far between out here), since when she does it she
is capable of virtually emptying a full 150 gallon water trough so it only
has about 6 inches of water left in the bottom.

So, though it wouldn't muddy the water (water around here comes mostly in
troughs that somebody has had to take a truck out to fill), it would be
really uncool.

However, if she wanted to play in a creek (or some other "infinite" water
supply) this way, I would let her.
