Buddy But you are experienced and clairvoyant enough to pronounce the horse unfit or poorly managed from a photo? These horses have thin summer coats, and the light was coming almost parallel to the horse's flank which accentuates rib contours (as does the white hair). It's not unusual for ribs to show on fit distance horses.
