I loked at the website, and it looks like the 50 enters a newly opened special area.  My guess is that the park wants to limit the number of riders.  Perhaps once they see that there is no damage, they'll let more riders enter next year.

 

There can be lots of reasons why RM must limit the number of riders...camping space, impacts to trails, landowner requirements, etc.
