If anyone is WITNESS to behavior that warrants a disqualification, that person may report such behavior to the Ride Manager. Obviously, it helps if there is more than one witness telling the same story. 2) Whether an offense is reported to the RM or not, a protest may be filed with the AERC Protest and Grievance Committee. However, in no case may AERC take punitive action against any person without following due procedure. Regardless of how anyone on RideCamp might feel about these two people, it is a disservice to the protagonists and to all the rest of us RideCampers to bandy stories about when you are ONLY REPORTING WHAT YOU HEARD! Even if you were a witness, it does no good to just bitch here on this forum. File a complaint with the RM and then if necessary with AERC, or as my Dad used to say, put up or shut up. And no, you do not have to be the direct recipient of a foul or unsportsmanlike act to file a complaint. In this regard, AERC rules and procedures are more like criminal law than civil. Under civil law, you cannot file a lawsuit against your next door neighbor for building a fence across ANOTHER neighbor's property line. Under criminal law, anyone who witnesses a crime, whether he is the victim or not, may report that crime and bear witness at court. So if you were a witness, do the right thing and file a complaint.
