I think that's true for many horses.  I have a horse that is "world famous" for being hard to load.  I used to have to hire people to haul him.  One showed up in a step-up stock trailer.  Sun loved it.  When he got home, the trailer was rocking back and forth.  Sun waited until the trailer was more or less level and hopped out.
 
I guess though this gives support to Jim's idea that you have to teach loading.  Because my horse really assesses the situation.  He can hate the trailer, but if he wants to go bad enough, he deals with it.  If he doesn't, you have to deal.

Our one horse that refuses to load into a 2-horse straight load will cheerfully hop into a big livestock trailer and tie to the side rail.  So, for him, it's not the stepping up, but the claustrophobia.
