Re: [RC] [RC] [RC] Horse ID program Proposed Regulations - Truman Prevatt

In FL any time a horse is "moved" off it's premises it must be accompanied by a valid Coggins. That means if you trailer down to your vets - you must carry a Coggins. That means if you go for a trail ride you must carry your Coggins on your person. If you are riding on public lands you can be checked for (and many people have) your Coggins.

Organizers are required to check Coggins but not to keep any records. However, state inspectors will show up to events such as endurance rides and check.

As well known by anyone that has ever traveled to FL you must stop at the Ag station - which are situated such that you can't cross the Swanee River without passing one - and if you are from out of state you must have a Coggins and health papers. If you are from FL and leaving you only need a Coggins. If you are from FL and come in from out of state you need a Coggins and health papers. Your information will be recorded and sometimes your horse's inspected.

Sometimes you will be pulled over in GA if you are towing a horse trailer and your papers examined by an Ag officer. Same for Kentucky.

I can't see anything in the current Animal ID proposal that will have a negative change on what we now have in FL. In fact if you register you farm you are now eligible for a SE Equine Passport which makes my life a whole lot easier when traveling with horses. That is a good thing.

Both my comments and the reply, only and specifically related to WI and its rules. In WI they do check and keep records. In MN the rules are somewhat different, you only have to check and keep records if there is a prize involved. Ribbons count. This exempts trail rides.
Last time I checked, some southern states with extreme EIA problems are even stricter.
Other states do not worry about EIA and do not require any checking. This will not change.
