Add in the possibility that you're on repeat (boring) trail, and/or riding at a speed that's too slow to keep the horse interested, and you can have a Pokey Pony on your hands. My horse will act like he's about to fall over dead even when he's got another horse along for company. In reality, he's fit, but bored to tears.
