In addition to Sharon's comments, my dressage instructor had me tip Ash's nose AWAY from the scary object and apply outside leg/heel.  I usually add a mean sounding "quit" as well.  He usually gives me some notice that he's paying more attention to scary things, by tipping his ear, as if to ask if we need to be worried, my tipping his nose away tells him it's ok, I looked and it's nothing to worry about.  Seems to work so far, BUT, I do have to pay more attention to his reactions to things than with other horses, as he's very quick and if I'm talking or daydreaming, he starts deciding for us.
