I LOVE the ones Paddi makes (www.canadiantack.com).  They come in two  
weights, mine is fleece lined but she also has one that's lighter.   
Mine stays put just great!  Two snaps attach it to the saddle, and two  
velcro loops hold it rolled up when you don't need it.  There's also a  
snap/ring in the center of the croup but I'm not clear on what that's  
for... something about keeping it in place when windy??  Don't know,  
never needed to find out.
