In CTR you are trying to test the conditioning of the horse not the conditioning of the rider. If some riders ran much of the ride, their horses would do less work than other horses and thus the test would not be fair. Note that in CTR you have a fixed amount of time to do the course, another attempt to standardize the amount of exercise.I agree that to be completely fair, the weight on each horse would have to be the same. Some early cavalry tests did indeed to that requiring each horse to carry equivalent of a full field pack. Now there are just weight classifications. UMECRA uses two, light and heavy. Heavyweights do have lower (average) winning scores, and it does seem to work.
