That's a strange saddle...in that I've never seen one quite like it.  The horn is like a barrel racing saddle but there are thigh blocks.  I guess the colors and materials are a saddle pad and saddle cover?  Looks comfortable whatever it is.
 
To me, a horn doesn't mean the horse is a spooker.  Any horse will spook and a horn won't save you from an Arab's spook!  On the contrary, the horn will hook into your bra (Bruce...!) or your rib cage and do some serious damage.

Yes...he is very balanced and his horse must be a spooker.  Did anyone notice the horn on the pomel?  PP
