No, a junior is defined as not yet having reached his/her 16th birthday by December 1 of the riding year.

Okay you guys...can a 50 year old, who has never done endurance be considered a Junior rider?
 
I ask this in all seriousness, as I know that in the dog show world, the answer is no.  The age is what determines the handler's experience, not the actual experience itself.
